This error can be caused by two main reasons:

Your graphics card is not being detected properly: configure the game using opensetupzero.exe or setup.exe.
Corrupted or missing files in the game folder: make sure your download is complete and error-free.

Recommendations:

Run opensetupzero.exe or setup.exe as administrator and manually select your graphics card.
Select a resolution.
Launch the game.

If you open opensetupzero.exe and your graphics card does not appear, follow these steps:

Go to the game folder and open dgVoodooCpl.exe.
In the Output API option, select: Best available one. If that doesn’t work, try Direct3D 11 or 12.
Click Apply and then OK.
Reopen opensetupzero.exe. Your graphics device should now be detected.
Done! Open Jugar Oroza RO.exe and start your adventure.
